Since Elizabeth was infertile, there were no eggs for the parasite to impregnate. If a cocoon could somehow grow inside the human body, then it would have had as much of a chance to grow inside Charlie as it did inside Elizabeth, not to mention inside the Sacrifice Engineer at the beginning of the movie.
