When everyone is assembled in the Situation Room, General Clegg states that they are now at DEFCON 4. The DEFCON system runs from 5 (peacetime) to 1 (war). General Clegg should have said that they were at DEFCON 2. However, DEFCON 4 means "increased intelligence watch and strengthened security measures"; DEFCON 2 means "next step to nuclear war." The White House would not be considering going to nuclear war without a clear assessment of the situation or knowing who is the enemy. (The US was at DEFCON 2 in the opening phase of Operation Desert Storm in January 1991, when the US knew precisely who was the enemy.)
