The photograph of a young Picard (portrayed by Tom Hardy) that Picard examines shows Picard already bald as a cadet in Starfleet Academy, from which he graduated in 2327. It was previously established that Picard still had hair at least as recently as his time commanding the USS Stargazer in 2353.
