Computers, electronics, and anything electrical will always short out and not work submerged water. The Bow Thrusters are all controlled by a computer. When Robert Ramsey swims through 150 feet of water to turn them off, all of the electronics controlling the thrusters are completely submerged in water. None of these electrical devices should be functioning at all. The Bow Thrusters should be been non operational due to all the computer equipment being under water and shorted out.
