When Det. Castlebeck calls in the 1983 Cadillac Eldorado's license plate, he phonetically pronounces the letters H, R and O as "Harold, Randall, Otto". In the standard phonetic alphabet used by California law enforcement agencies those letters would actually be read as "Henry, Robert, Ocean". However, Castlebeck is being facetious and is using the names of people there instead. Randall is for Randall "Memphis" Raines, Otto is for Otto Halliwell and Harold is presumably someone else's first or last name in their crew.
