Norman is able to change into his own clothes so quickly to meet Marion when she first arrives at The Bates Motel because as it is shown at the end of the film, Norman wears his Mother's dresses over his own clothes, so it would only take a few seconds to remove his Mother's clothes before running outside and already be wearing his regular clothing.
