Aside from the issue of recoil (which might be mostly dissipated longitudinally?) accelerating any significant mass to near light speed in the atmosphere results in nuclear fusion. You might recognize that as the thing that happens in the sun. The projectile smashes into the air molecules before they can move out of the way, causing them to fuse with the projectile, flinging high energy particles around everywhere, creating more fusion reactions, x-rays, gamma rays and an expanding bubble of plasma. By the end the projectile and a not insignificant amount of air have been converted into energy, by which we mean nuclear explosion. Recoil and the idea of actually hitting a target with a projectile become irrelevant as the surrounding area is consumed by nuclear fire.
