If Users are still made of flesh and blood when in the Grid (evidenced by Sam's bleeding during Disk Wars), then Quorra should still be "physically" made up of data. She will also be unable to be "rebooted" since she traded disks with Flynn. Furthermore, this would also mean that as Flynn aged in the Grid and CLU did not, any Sam + Quorra romance storyline for a third TRON will be doomed Aragorn & Arwen style, since Sam will age and Quorra will not.
