Gandalf tells Frodo that the date is "October" - the Latin for the 8th month. It is unlikely that middle earth would use the Latin names in their calendar. This is not a mistake; as detailed in the Appendices to the novel, Tolkien translated the dates according to the hobbits' calendar - the Shire Reckoning - to Gregorian calendar dates. There's also a different Elvish calendar but Gandalf was familiar with the Shire's ways and would have given dates to the hobbits in their own calendar. In the same way, he translated the actual names of the hobbits in his fictional Westron language to English or other European language names to make the Shire seem homelike to the reader.
