It's nearly impossible for a bus to run away with its (air)brake lines cut. Instant air pressure in the brake system is the only thing keeping the massive springs in each wheel from locking the brakes. If there's still enough pressure to keep the brakes from "dynamiting", then there's enough pressure for the brake pedal to work.
