There are no towns of any consequence between the Hoover Dam and Laughlin , Nevada which is 86 miles away. There is a small boating area called Willow Beach, Arizona; however this more of a boat launching facility than an actual community.
Additionally there is a reservoir (Lake Mohave) and another dam (Davis Dam) between Laughlin and the Hoover Dam. Any flooding from a collapse would be severely mitigated by this.
