Within the story, it is never revealed who offered the bounty for Lobo to 'collect' Kal-El from Earth (so there is a question as to who "out there' knows about him. Also, Lobo has a reputation of always 'getting his man' yet he leaves Superman on Earth with no comment about giving up his bounty.
