The first film makes it very clear that Alessa, upon being burned alive by the cult, created all of the hellish alternate dimensions with her own psychic powers. This film, in an attempt to tie it in closer to the game's canon, instead explains that the alternate realities have always existed because of a primordial evil that resides in the town, long before Alessa was born.
