The Ministry of Culture and Islamic Guidance didn't exist at the time of rescue. This ministry was called National Guidance and later Islamic Guidance. There was no chance that the reconstructed photos of the staff be sent to this ministry as it wasn't an intelligence/counter-intelligence organization.
