In the mental hospital, after the Terminator takes out the orderlies trying to sedate Sarah, The T-1000 approaches with a loaded weapon and clear line of sight to John. Seeing as his only mission is to kill John, he could have easily shot at John who was occupied trying to calm Sarah from the other side of the bars. But instead he walks slowly up to the bars then passes through them before attacking giving them time to react and run away.
