It makes no sense for the Nazis to broadcast the encrypted dates of all the past assassinations on their secret radio transmitter. Sending out all the information about the upcoming next strike that leads to the New York blackout is downright foolish, especially since it was meant to be a distraction. It is never explained why they did that and who were the intended recipients of these encrypted messages.
