The height of the tsunami varies drastically within the space of only a few miles. It easily topples road level on the Golden Gate Bridge, which is 220 feet above the water, but only barely hits the 10th floor of the office building where Blake, Ben & Ollie seek shelter (which appears to be in San Francisco's Financial District, most of which sits only a few feet above sea level).
