It is not clear how Dobby can be forced into slavery when he can teleport around easily without his master's knowledge - even to steal letters supposedly delivered by owls. Additionally he can cast spells with his hand, even stopping his former master and not getting destroyed in revenge. His magic is strong and not dependent of Lucius. The slavery should be enforced by some considerable force or spell to be meaningful since Dobby can just disappear at any given time.
