At the steel mill, the Terminator shoots, and shatters the frozen T-1000 into small pieces. This seems like a very bad decision for the Terminator to make, it looks like being in small pieces near hot steel, helps the T-1000 thaw out quicker. The Terminator appears to know how the T-1000 works as he explains it to John earlier. It would have made more sense for him to pick up the T-1000 whilst it was frozen stiff, and throw it into the main pool of hot steel killing it.
