While live bombing runs do take place in certain aspects of Red Flag training, exercises, and competition, they would not proceed directly from live bombing to an unannounced air to air simulation. For one, ground attack runs typically also have a loaded 20mm cannon for close support practice, and it would be very dangerous to have loaded cannon in an air to air exercise. For another, there are differences in craft loadout that matter. Also, there's the slight risk of a munition not detaching and requiring ground release. Even the slight risk of a live, unreleased, possibly armed munition aboard the craft is to be avoided during exercises.
