For major events such as a political rally, particularly with high value targets such as politicians, the police would secure the venue, including monitoring elevated positions which gun men could use. There would be no way for a large band of Riddler acolytes to get into the rafters of the stadium without being noticed and stopped. Police would be especially wary given Riddlers attacks on high profile targets.
