Thomas Gabriel refers to the panicking masses as "Useful idiots as Lenin would say". It's disputed as to whether or not Lenin actually used this term and his use was inaccurate in either case. A useful idiot is a promoter of a cause who does not understand the purpose or ramifications of the cause. The people panicking would not qualify.
