Around 1:18:00 Bourne (again like in the previous 2 movies) is looking through the windows of a CIA-building, while talking with Landy. And looking right into Noah Vosen his office after that. It is highly unlikely that you would be able to look into an office through windows where intelligence (let alone super secret covert) operations are being directed from. Windows would be blinded.
