During the lab shoot-out Ethan throws a black pouch filled with explosives toward the wall, now since he's a "secret agent" we'd have to assume that it's something like c4 (a common military explosive). c4 and other common plastic explosives are very stable, so a bullet hitting them would not cause a detonation, only a blasting cap or det cord would cause them to explode. They're made to withstand things like this so no accidental detonation occurs (at least in that respect). Now if say he filled the pouch with something like nitroglycerine shooting it would cause it to explode but that's not possible because it's so unstable that him walking with it on him and bouncing around it would have blown up way before the lab shoot-out occurred (like him flying down the shaft).
