In the end, the killers went around saying they would not kill a child. Each person was asked point-blank, except for Leo. He never actually said he would not kill a child, he just told Alice not to kill her. No one ever asked him point-blank if he would or not. So in the end the ones who would kill a child were chosen to keep one going and the others would be exterminated. Leo should have moved on because no one asked him point-blank if he would or would not do the job.
