Although Vice President Bennett's refusal to sign the order temporarily making her president is intended to be seen as a sign of her faith in the President, this was absolutely the wrong course of action. Not only would the VP need authorization to act as President once it was confirmed Marshall was still on the plane with the hijackers, she likely ought to have taken it even for the short while the President was thought to be in the escape pod, as he was out of contact and possibly injured. There needs to be a clear chain of command for the emergency situation at hand and anything else that might come up while the President is under control of the hijackers.
