In the initial scene in the bar, the "veteran" officer failed to follow police procedure for use of force. The male suspect was in a verbal altercation with the female. Simply stated, proper use of force is officer presence followed by verbal commands followed by physical contact. These rising levels are in response to what the suspect is doing. A plausible writing example would be since the subject was not engaged in a physical altercation, the officer should have warned him to back off and then he and the female officer could have interviewed both subjects. Instead, the officer used physical force immediately by hitting the subject then arresting him. This failure to follow procedure coupled with the lack of probable cause for an arrest would likely result in a successful lawsuit against the department, especially since the officer had been drinking.
