When Jack saves himself from going under the bus wheels after the mechanic's dolly he's riding under it to try and disarm the bomb goes runaway, he stabs a screwdriver into the fuel tank - this later becomes a plot point as the bus is now running out of fuel. But Jack stuck the screwdriver into the tank fairly high up, and certainly not at, or near, the bottom, so the tank wouldn't leak out completely, only until the level reached the puncture.
