In the elevator, Johnson says that, due its cost issues, the Old Man ordered a backup plan for Dick Jones's ED-209 project, yet the backup assignment was given to one of Dick Jones's own subordinates (Bob Morton) who has to go around Jones in order tell the Old Man about Robocop. This makes no sense, and it defeats the whole purpose of a backup plan. A backup plan should have been created completely outside of the biased influence of Dick Jones.
