Answering the concerns of Burke about sending the radio message in the clear, Torrey asks, "Don't you think by now the Japanese know where we are?" Actually, they almost certainly do not. The submarine must have spotted them while still on the surface, crash-dived and started its attack run. It can't use its radio while submerged and calling it in would also have meant risking exposure before the attack.
