Before Ru'afo gives the order to deploy the collector, he gives the order to "separate the Starfleet personnel and put them in the aft cargo bay. See that Picard joins them." While the So'na were using their ship to host other Starfleet personnel in the beginning of the movie, it is established that these personnel were transferred to the Enterprise, except for Admiral Dougherty (who by this point was dead). Since none of the other members of the away team were tagged on the surface of the planet, Picard should have been the only Starfleet officer on the So'na ship.
