Shooting the archbishop while he is with the US President draws too much attention, and ensures the killing happens in a high-security zone. And it is indeed absurd that people would believe the assassin would shoot the wrong person. A freakish coincidence if he aimed at one man and shot another well away. Real conspirators would never be so foolish.
