(at around 1h 30 mins) During the revolution in Sakaar, the mainframe servers who controlled the obedience disks were shut down. However, when Loki tries to betray Thor another time, he puts and activates one of those discs on Loki. It was clearly established earlier that those obedience disks can be selectively activated, deactivated and reinstalled. It was clearly Valkyrie who shut down the obedience disks on all the gladiators, but that would't stop Thor from being able to apply one to Loki.
