The nuclear weapons are dispersed using a device activated by an eyeball supposedly linked to that of the President of the United States. US nuclear weapons are activated through the presidential identification card or 'biscuit' with the President authenticating his or herself with command centers using codes then giving the target option from the booklet in the nuclear football. Then the order is verified with a two-person or two-man rule.
