Phil is established as a school teacher at the beginning of of the movie, and yet gets away with multiple crimes, including kidnapping, driving while intoxicated, and stealing a cop car. He still in has his job in the sequel. Some of them could have been dropped by the police officers in the last film, but with security cameras being common even when the movie was made, likely Phil would have been caught and lost his job.
