There are no nonstop flights from the Eastern United States to Manila in the Philippines. If the CIA was intent on stopping Cross and Dr. Shearing and knew they were on a flight to the country, they could have had the plane stopped in Los Angeles or any of the overseas refueling/departure points before it arrived. Additionally , there would have been significant layovers from when the plane departed from the other airports meaning that unless the CIA didn't figure their destination before they arrived, they would have been detained and captured INSIDE the United States.
