In later books, Dumbledore explains that the Defense Against Dark Arts teacher's post is cursed, so nobody stays on it for longer than a year. Therefore, Quirrell just started that year, yet Hagrid greets him in the Leaky Cauldron pub like he was a teacher for years. However, many people do not know that Quirrell was actually the Muggle Studies teach prior to taking up the Defense Against Dark Arts post. Also, he just returned from a sabbatical exploring the world to learn more about the dark arts, where he picked up the turban and Voldemort, he could have taught in the Defense post then taken a year or more off before returning to the post this year. Furthermore, the curse on the position is never mentioned in the films.
