One of the key plot points of Back To The Future Part 3 is that Tannen is a feared outlaw and his gang terrorizes Hill Valley. The only problem with this is more likely the people would have stood up to Tannen, as most people in a town like Hill Valley, would have been armed. Not only would Tannens behavior not be tolerated,
by him and his gang would likely been shot by the towns people, are rounded up and hung. A lot of myths surround this time period, but it was in reality very orderly and had very low crime rates.
