When Maxwell Lord broadcasts his message to the world population, he is only shown speaking in English, which large populations around the world do not speak. However, it is possible that the Dreamstone gives him the ability to be communicate telepathically, a logical "shortcut" which has been used in many similar epic fantasy movies.
