Rambo endangers the lives of innocent families living in the area when he causes them to lose electricity and heat in the dead of the December winter after he shoots out city transformers with his M-60 weapon. However considering that Teasle called Hope a "small hick town" it's likely that the citizens use gas heating instead of electricity for financial purposes and therefore didn't lose heating when the power lines went out.
