Joey wears pants specifically tailored for a woman's figure. But pants designed for a woman's body did not come onto the market until the 1960's and 1970's. So, if a woman were to wear pants in the Victorian period, she would have had to wear men's pants which obviously conformed to a woman's body much differently.
