Clouseau claims to be a telephone repairman, yet he is addressed as "Inspector" shortly before exiting the Littons' house, after leaving the study in shambles. However, the Littons' butler undoubtedly knows exactly who Clouseau is with absolute certainty (especially since Lady Litton was secretly laughing at Clouseau when he "fixed" their doorbell), so that it doesn't even occur to the butler to address Clouseau as anything but "Inspector", while Clouseau, desperately trying to extricate himself from glue he sat in on a chair, is too preoccupied to notice that his "cover" is blown.
