It was reported as plot hole that "at around 1h 18 mins, the bomber makes a big deal about needing Claire to look like a bomb victim and that a bullet would have ruined it, despite having already shot and disposed of Agent Carlin's partner in the very same location". This was because he planned to fake that she died during the bombing.
