(at around 37 mins) The super soldier process causes Rogers to grow several inches taller, but his pants remain the proper size and length for his new enhanced body.The pants are visibly too big for him, when Steve arrives at the lab. When he rushes after the Hydra agent, after having been transformed, his pants visibly leaves much of his legs exposed.
