The M82A1 that is shot from the clock tower is not, (despite what many computer games and films would have you believe) a sniper rifle, but an anti-material weapon. As such (and because of design elements such as the semi-automatic action, the short recoil operation, the bipod being mounted directly to the barrel, the scope not being mounted directly to the barrel), it is nowhere near accurate enough to perform a reliable head shot at the distance suggested. Even the M200 Intervention (an actual long range sniper rifle) that the main character uses would have a hard time making the shot and need some luck for a successful head shot at that range.
