In the scene where Steven and Peter have just buried Roger in the landscaping area of the mall next to the fountain, Peter lightly taps the shovel on top of some artificial grass over what is assumed to be Rogers dog tags.
Only the military issue dog tags to military personnel and it is never mentioned if Roger was a veteran or not.
Police departments and even SWAT teams do not issue dog tags to its personnel, even if Roger was a vet he would not be wearing his dog tags while in his SWAT duty uniform.
