Just before Bond steals his protective suit, Chang is seen changing out of it in the decontamination chamber (apparently preparing for a decontamination 'shower'). However, as it is implied a few minutes later in the control room that Chang is an integral part of the reactor shut down sequence, there is no reason for him to be changing out of his suit at this time.
