When Harry crosses the quickly-packed street to reach who he thinks is the helicopter pilot he'd found earlier, the intersection is clear beyond the vehicles stopped on the left of screen, and when he reaches the other side the camera pans around to show the cross street is completely empty. Therefore there is no reason for the cars to be stopped, as even discounting that the road is obviously clear in front of them, they could all just turn right and drive off that way to flee.
