Bilbo needs to steal keys in order to free the dwarfs from the Elvin jail cells. Yet when they are first imprisoned, the elves only shut the doors and then walk away, they do not lock them with a key. Thorin's cell is the only door shown being locked with a key after he is put in the cell.
