It's illegal for ham radio transmissions to be encrypted or to manufacture or sell amateur radios with the capability to encrypt transmissions. There is also no way to modify a transmitter (at least an analog one, anyway) to be able to encrypt. It has to be embedded in the design in the beginning, it's unable (meaning it isn't just illegal, it can't be done) after the fact.
